Долго расписывать не могу. Коротко:
Записывать радио mp3 потоки с интернета можно с помощью StreamRipper

Записывать wma - c помощью WM Recorder

Для записи нужна достойная скорость интернета.

Записывать с FM радио можно, если у тебя в компьютере если FM-тюнер (устройство такое, стоит недорого) или ТВ-тюнер с возможностью приёма FM радио.
Записывать с него можно программами, которые входят в комплект поставки, точнее не скажу, у меня нет тюнера.

Затем можно сжать в mp3 c помощью например iTunes или другой программы, их много. Я использую настроенную на кодер lame программу exact aduio copy. Пережать в меньшее качество тоже с помощью неё.

Обработать и порезать mp3 можно с помощью mp3directcut

Пользоватся этими программами не очень сложно, достаточно немного поизучать их. (exact audio copy довольно сложно для неподготовленного человека)

а можно записывать прямо на дримхостовый сервер или на виртуальных хостингах не получается запускать такие лишние скрипты и нужна отдельная linux-машина?

Можно, я так тоже делаю.
Это можно делать с помощью wget, если поток идёт как обычный файл. Если как спец. поток - то с помощью функциональности по записи потоков mplayer(но его придётся компилировать).

Если есть нужда записывать какаую-нибудь передачу по расписанию- я могу сделать это, только скажите адрес передачи и время.

В данный момент я записываю чешскую передачу seance, возможно она будет доступна ддя посетителей, по крайней мере в необработанном виде.
